Para.5. The Colonial Government wish, and I think justifiably, to know the maximum limit up to which they may be liable for "reprovision," a somewhat elastic expression which has never been clearly defined. The value of the military lands is estimated to be sufficient.

(1) Purchase the necessary land for the barracks,

i) Replace the existing accommodation to be surrendered, (iii) Provide everything that is necessary in the way of communications, sanitation, recreation, etc.

It is considered therefore that the liability of the Colony should be limited to the total sum agreed upon as the value of the military lands surrendered.

From the point of view of the Colonial Government, the surrender of the military lands in the congested business area is desirable not merely in order to satisfy the commercial needs of the Colony of Hongkong but in the interests of the overseas trade of the Empire as well. The Colonial Government is never- theless anxious to meet the requirements of the garrison in every possible way, and the War Department has everything to gain by working in harmony with it.

Para. 8 The reconstruction of Gun Club Hill Barracke under which I include the provision of quarters for married officers, can to a considerable extent be carried out without disturbing the Hongkong Singapore Battalion, R.G.A., and the reprovision in King's Park of recreational facilities for the United Services Recreation Club at present occupying War Department land in Gun Club Hill Barracks) can also be put in hand at once. When the Hongkong Bingapore Battalion has to move from Gun Club Hill, they can be accommodated in Whitfield Camp Barracks until new accommodation is ready.

Sites for married officers quarters within easy res.ch of Gun Club Hill are available on gov‹riment ground near but out- side the former boundaries of the War Department reserve, now known as King's Park.
